It would not be out of order to address either of them as Dear Sir Michael or Dear Sir Steven if you really do wish to use their titles. You can always open your correspondence with apologies if (conditional) you have addressed them incorrectly, should you wish to cover yourself.
My own approach would be to open with 'Dear Sir...' as per any formal letter. The address at the left, above the 'Dear Sir', should give the title and name. As I don't know these Gentlemen, (and I am assuming that the correspondence is personal to each one),the letters should finish with 'Yours faithfully' as with all letters that have opened with a 'Dear Sir'. That is the usual formal correspondence protocol.

I won't get involved in the political playground; my linking into this blog was purely to offer information on commercial addressing protocols as this appeared to be what was asked.
I am used to people really looking for assistance if they are asking for assistance on this blog site. If this is not the case in this instance, then it is a sad reflection on the way goodwill can be misused.
